Fabrics: wool, cotton

Pleat/no pleats: I would think they would both be OK in a office setting.

Pants on a budget:
When I worked retail, these were the brands of pants I would buy to wear for work:
Nordstrom Smartcare pants
Land's End
Docker's
Eddie bauer
etc.
 
First, you have to know what you like. Most of this is about taste, and we can't tell you what to like. I recommend trawling through the WAYWT thread, and finding a guy who has pant that you think would look good on you. Bonus points if he has a similar build as you. Then, come back here, post said picture, and we can tell you where to get a similar pair, hopefully on the cheap.

Hi,
I'm out of touch with menswear locations to shop in Vancouver however some suggestions based on your criteria.
- Dockers Prostyle Dress Pant Retail $80.00. Probably find at Moores and The Bay (The Bay in Pacific Centre downtown used to be pretty good). Wait for sales. Come in solid black and subtle pinstripe in Black & Brown. I have a couple pair and they're bullet proof, wash great and very durable.
- The only other pant I can think of in the price range in J.Braxx (import label made by Ballin Pants.) Typical retail $70-75.

Go flat front, pleats will likely be hard to find compared to the States.

There are many different styles of pants. Some are flattering to one body type, others to different types. There are relatively few absolutes or universals, but here are a couple:

Do not get something low-rise and tight in the crotch and seat. There's lots of that on the retail racks today, but it is not appropriate for the office. Nobody in the office wants to see your junk.

Wool>cotton. Wool hangs better, sheds soil and odor, wears better, resists wrinkling, and generally looks more polished. A seasonally-appropriate weight of wool can wear every bit as cool and comfortable as cotton.
 
I've had great luck finding NWT BB wool trousers on eBay for $60 or so. Someone said it before, but it's worth repeating: You gotta know what you like. . . .
 
Figure out what you like, what you REALLY want, and then find the cheapest way to get it. That seems to work better than half-assing it with stuff that will make you unhappy in awhile (e.g. Dockers and so on).

For what it's worth, if you can stand the non-iron, BB chinos are very nice and commonly available. Same for BB wool trousers if you pick that choice.

I'll also insert a plug for Bill's Khakis here - if you can find some in your budget (check Sierra Trading Post and Ebay) they make great officewear IMO IF you like the particular styling. They're made like tanks.
 
I have slender legs and a slender seat and a bit of a gut, so I avoid pleated front trousers. Especially cotton pleates, which stand out on me and look ridiculous. I like BB's regent cut, but they are still a bit loose on me. I recently got very casual cotton pants at J.Crew in the urban slim fit that actually work on me. I had never really tried wool trousers for business casual before I found this forum, now I like them for the reasons stated - cool and comfortable (I bought 4 pairs from BB on sale).

If you have legs that are more proportional to your waist size, or are heavier in the thigh and seat, you might want to consider pleats, or a fuller cut pair of pants, Like Bill's, or the looser cut LEs. LE is decent quality for a lower price, so you don't mind when they wear out after a couple years.

What do you think of those water-resistant khakis from EB? I'm thinking of getting them for rainy weather.

To the OP: As do I, shop BB. Their Clarks Advantage chinos are great casual trousers and their wool gabardines are great for more dressy occassions. Stock up on your trousers during BB's deep discount sales and both varieties of trousers should fall nicely within your price range!
 
I actually like these pants....

My quick review on it:
-First off, great fit
-pants are usually always on sale
-water really does bead off of pants.(I get a lot of experience seeing this because I live in Washington)
- perma-crease is nice
