Offensive, no. Inappropriate, yes. You could not generally wear it in a business situation like that or in a situation that requires a suit jacket like a wedding, funeral, etc.

Please don't do that.

 

You could wear a navy blazer with the waistcoat and trousers. Or a navy blazer with just the trousers.

It seems a shame to have it go to waste. I'm inclined to agree that you'll look like a waiter if you do that.
I'd suggest using them as seperates as Matt S suggests
though I'm not sure how much that colour lends itself to mixing and matching.
Perhaps its time for a new suit!

 

The color appears to be solid gray. That's a good match for a blue blazer. I'd forget about the vest, though. The vest and trousers alone is just not a good look.

Thank you all for your suggestions. Since I realized I can't wear just the vest and the pants, I reached out to the tailor's shop I had it made a couple of years ago to see if they still have the fabric available in order to make the jacket. If not, I will follow your suggestions and probably just ditch the vest and wear the pants as a separate.

 

Had my tailor make a vest and trousers of the same cloth to wear with an appropriate contrasting jacket. But after it was made, I didn't care for it. I simply found matching vest and trousers without a matching jacket unattractive, and as has been mentioned, vaguely institutional.

 

A position I must politely but vehemently disagree with. I found myself in exactly the same situation as the OP so I now just pop a blue blazer over the vest and trousers. As Andy pointed out, it is a splendid ensemble, especially with an emblematic tie. More formal than just a blazer and slacks but less so than the full 3-piece. I like it, though it's obviously not to everyone's taste.
