How do I measure my rise. Is it as simple as finding a pair of pants that fit comfortably and going from there?

I find at least in my case there is no real single answer. I'm 6'3 with a 36" inseam and average torso length. Depending on the manufacturer I have trousers in normal and long or tall rise.

Low/high rise will probably feel the same if you have relatively flat stomach.
Higher rise will look better if you have the eye and know about balance. So take good pictures of yourself from front, side, and behind.
Higher rise will prevent your shirt from showing under your suit/sport jacket's front/quarters, so wear your jacket, stand in front of the mirror, and inspect.
Lie the pants down flat, and measure the front along the fly from the crotch seam to the top of the waistband.
