Time on your hands for slummin' eh.

They are not shoddy Wal Mart shoes. They are shoddy Men's Warehouse shoes. Wal-Mart shoddy shoes are very,very, shoddy shoes.

Dear sir,

As a MW employee, they are..."meh"?...MW shoes. I own one pair (a walnut colored double monk from last year), and ordered in a pair of the wingtips to look at.
Pros: The leather upper is adequate in quality, the detailing at least interesting, and the lines are slim. They are more tasteful than many of the blocky bluchers on offer. They were reasonably comfortable.
Cons: The sole is rubber (of the "looks like leather sole" variety), and wore through more quickly than I would have liked. The style is very burnished/distressed looking - they remind me of To Boot New York (but without the homegrown pedigree); YMMV on that, but most of my shoes are a bit more conservative.

If you get them at a discount (i.e., the 40% off email offer this week), they're likely worth it as an occasional wear. If you are looking for a mainstay dress shoe, or something to compete with an AE, then hell no. I will probably buy the wingtips on employee discount, but they will be more casually worn than my Fifth Street, PAs, etc.
