THE necktie could go the way of the bowler hat for the man in Whitehall and be consigned to history after Britain’s top civil servant gave his blessing for casual dress for mandarins. Sir Andrew Turnbull, the outgoing Cabinet Secretary, declared yesterday that he would be happy for civil servants to come to work in open-necked shirts provided they looked professional. “The bowler hat is gone,†he said. “The new Lord Chief Justice has questioned wearing the wig. It is quite likely the necktie will be an issue.â€
