Is there some place recommended that I can send my french cuff shirts to (white cuffs/collars) to have them replaced as they fray out? They aren't super nice (just BB MTM), so let's not break the bank.

do yourself a favor and don't call Sandy at allmeir.
I could do it for $50 a set.
if the cuffs are not fused, they could be flipped.
