I have had this same curiosity in years past. While rough tweed does seem to be a suitable (no pun intended) fabric, andI do not currently have a corduroy jacket, I do think that heavy khaki, a mid weight rougher wool such as flannel also work well with corduroy as well as tweeds and moleskin. Trouser fabric with Corduroy jacket?
Corduroy trousers are worn with rugged tweed jackets. Would rugged tweed trousers be worn with corduroy jackets? Jeans seem a very common trouser with corduroy jackets. But what trouser fabric if one doesn't wish to dress down the jacket?
