For the purposes of appropriate dress, are the suburbs considered town or country?

This has always puzzled me, as it seems very complicated. For instance, I live in Pasadena, which is a suburb of Los Angeles, a major metropolitan area, even though it is technically a city in its own right (much like Greenwich, Conn, I expect) and larger than quite a few, at 150,000 or so residents. My office is downtown, and when I am there or at the California Club, clearly city suits and such are in order. At the country club, dress is obvious. But what about clubs or social events...is it more proper to dress for the city or the country? Or is there really such a distinction in America anymore? Is there a third, "suburban" code?

I'm interested in other countries, too...the US is just my own experience. :)
