Suit vest styling

Passing by a no-name discount shop in New York, I saw in an oddly styled suit vest. It had shawl lapels, and four jetted pockets, with the bottom two slightly slanted such that the outer corners were slightly higher than the inner ones.

Does anyone wear suit vests with shawl collars, or is this probably another unfortunate instance of suitmaker desperately reaching for attention?
