I recently heard the claim that suit jacket sleeves are conventionally tailored to show more cuff than those of blazers and sports coats. Is this true?

Maybe they're designed to show more cuff than an overcoat or such, but I have otherwise not heard that.

I had one gentleman in a men’s store tell me that. He was pretty adamant about it. I’d never heard such and couldn’t see why they’d be different. I never took his advice.
