Does anyone know where to get a black silk topper that doesn't cost the same as a small eastern european country?

Also, looking for a white tunic stiff front shirt for white tie, but really struggling to find one in my neck size (16 1/2)

Any pointers anyone?

You can get tunic shirts as well as stiff collars at Budd, Ede & Ravenscroft, Oliver Brown, and probably a few other London shops I'm forgetting. Brooks Brothers also sells one in a wide range of sizes.

For a top hat, the only real way to make it affordable is to buy one on ebay and have it refurbished and sized at one of the handful of London-area hat shops that do this, such as Ascot Top Hats. The ones that area already refurbished, especially in larger sizes, will always be expensive.

I bought a 16.5 BB golden fleece white tie Marcella pique bib shirt for my white tie kit in 2017. It had the proper cuff as well. It was expensive, north of $200.
I just looked and I don’t see it currently on offer.

Most everything else, I had to acquire from overseas.

TM Lewin typically has some in stock, as well as Darcy Clothing. Darcy has some great detachable collars.
