I found a suit that is a bargain but the pant waist is about a 40in and my waist is about 33 in. Will recutting the pants be ok or is the size just to great to do? The jacket would be no problem.

If you have purchased the suit:
Keep the jacket, give the trousers to someone else

If you have not purchased the suit:
If you think paying for the suit is well-worth just wearing the jacket alone, get it. Give the trousers to someone else

Can the trouser be re-cut? Yes. However not worth the cost, plus the re-cut may make the trousers lose their shape.

sounds as though its a size 44 or 46 suit. if the trousers are that large then the jacket will need large alterations. both pieces will rack up large alteration charges. unless its a mis match of sizes.
if you want more information on recutting trousers, go to search.
ask for"to alter trousers" and scroll down to that thread.
