So let’s say when making up a trouser it’s made with a 30” waistband, & there’s a lot more excess cloth than off the rack put in for letting out in future weight gain. Is there a theoretical maximum this could be constructed to?

I think the main concern with taking in or extending the waistband beyond a small amount is the placement of the hip pockets relative to the back seam. They will either be too close to the back seam or else too far from it. So, Flanders is right. Beyond an inch on either side of the back seam would make the pocket placement look off. There is a way to correct for this, but that involves tinkering with the side seams (I think).

My highly-skilled tailor once took in a pair of flat front trousers with a 40" waist to make it into a 36" waist, but I think he made some sort of adjustment to the side seams. It looked great and felt comfortable. I have really no idea how he did it.
