Is it appropriate to wear a silver belt buckle with a navy blazer that has brass buttons?

Interesting question. My take is depends on the type of belt buckle. If dress, likely fine. If a pronounced, more showy buckle, probably not. Look at it in the mirror. Of course also depends if you intend to wear the jacket unbuttoned.

Some well-dressed men prefer to match their metals. Some don't care. A few actually prefer to mismatch. It is a matter of preference, and mismatching is certainly not "wrong" in the way buttoning the bottom button on a suit or sport jacket is wrong.
If you mean one of those sterling buckles you use with a strap, I wouldn't, but it isn't because of a clashing metals issue. It is because I find those belts sort of "business dressy," the sort of thing you wear into the board room with a subtly chalk striped navy suit, well polished black cap toes, a broadcloth shirt with a spread collar and French cuffs, a sophisticated tie such as an Hermes, and a thin gold watch like a Piaget or a Breguet. I like blazers with blue or pink OCBDs, surcingle belts, and bright repp stripes. I find blazers very comfy and casual while, ironically, remaining dressy enough to meet grandmother for lunch In some snooty tea room. I am much more bothered by mixing levels of formality than I am mixing metals. My plain gold wedding ring, never removed in 47 years, will just have to clash with platinum studs.

I match metals. O'Connell's sells 2 buckle interchangeable brass and nickel buckle belts. Those are my go to dress belts.

I realize that posting the following picture is, for you, akin to holding a cross to a vampire, but I thought I'd do it anyway...
in the fifties and sixties I always had three button jackets, but they were usually cut so that at least the top two could be buttoned, sometimes the bottom one as well, without rumpling anything.

Whatever the merits/evidence of what's "right" or "wrong" I never liked the idea of posting a picture of someone famous wearing an article of clothing or in a manner that is under discussion. It is anecdotal and proves nothing, and can often be juxtaposed against a photo of that person wearing something that contradicts the initial look. I've also seen photographs of many supposed style icons in which they looked terrible. Edward (DoW), Flusser, Charles III and just about every modern celebrity have all been photographed wearing questionable or even embarrassing outfits.
Next thing you know, we'll be praising people wearing dress pants and sneakers!

Apparently Kennedy’s jackets which he wore with both buttons buttoned were of a special cut designed to be worn that way. So sayeth the internet.
I wear compression engine turned buckles with almost everything,
I have some blazers that would probably seem formal and some that would seem casual to some folks here. I wear them pretty much interchangeably.
The topic asks a question requiring one answer and the actual post a different question, both designed to elicit the same information/opinion, but in opposite terms.
