It’s not you the jacket is ridiculous. It needs a lot more than an much or so. More like 3-4 inches. It needs to cover his crotch and rear.

Half the distance from the collar to the deck. Cover the seat of the pants. Line up with the bottom of the stride.

Yes, that jacket is about 2 inches too short. It's likely meant to fit like this to follow fashion trends, but it is ideally fitted for someone 4-5 inches taller.
