What would be the measurements/guide to developing this kind of haircut? The look I feel was big in the 80s or perhaps 90s but is it just like a long on top with a part not in the MIDDLE but slightly to one other side? What the hell are the sides and back supposed to be like?

Any advice here welcomed, sorry I know the title is so redundant here.

Right, you part not in the middle, not on the side, but between those two. I suppose any $20 stylist will know how to cut this. Just part your hair accordingly and the back and the side will take care of themselves.

Step 1: grow long enough hair
Step 2: decide where you want to part your hair: left/right; how much left/right
Step 3: decide where you want your hair on the side to be trimmed *gradually down*
Step 4: decide whether you want the trim line curve down along your head or just around it
Step 5: once you decided where and how much, tell the stylist how you want to trim down gradually from where, and (s)he can take care of which guide, or just comb and scissors, to trim the hair

When in doubt, show the picture to tell this is what you want.

Thank you to all! I think my best bet will be to unfortunately bring this pic in and be 'that guy' and ask for my barber to replicate this best they can, although my hair is about an inch to short for the top to completely get it right.

What do you mean, "unfortunately"? There's nothing wrong with showing the stylist a photograph of what you want. He/she would be grateful if you did. In fact, the stylist would probably be thinking, "If everyone would just show me a picture of what they want, my job would be so much easier."

No. You won't be "that guy." You'll be the opposite of "that guy;" you'll be the sensible, helpful, practical guy.
