I'm basically just trying to get a feel of how common turn-ups still are in the US across the board.

Across the board, most American men just buy whatever's available. With off-the-rack clothing, that frequently (usually?) means cuffs on pleated trousers and no cuffs on flat fronts. There are trends, of course, so within any given time frame the ratio of cuffs to no cuffs will change, but cuffs are still pretty common and will continue to be.
