Hermes Ties ?

The short answer is "not that I know of" . . .
Although in the world of retail, anything is possible, my experience seeing Hermes at discount is about nil.
Hermes itself hires space in the Metropolitan Pavillion building (a loft building mid-block in Chelsea between 6th and 7th Aves) about twice a year and does a clearance sale, but with Hermes prices, the discounts would have to be very hefty in order to make it worth one's while to buy the goods, which will be whatever didn't sell in the stores for the prior six months.
Possibly one of the high-end venues for menswear (i.e. Barney's or Bergdorf's for Men) might have Hermes ties on discount - post Xmas, and post Memorial Day sales might produce something. Again, whatever you'd find would most likely be well-picked over.
In my experience, it's easier to find Ferragamo on sale than Hermes.

2. Hermes runs a winter and summer sale off-premises at either the Metropolitan Pavillion or the Alliance Francaise. Ties are about $90-99. Check the NY Times weekday editions for the balance of January and February on either pages 2, 3, 4, or 5. Lines can be long and daunting, such as an hour to get inside. The best bet is to go at the end of the day on either Saturday or Sunday, however, much of the good stuff will be sold by then.

Neiman Marcus (in SF at least) has twice-yearly 'private' sale events, that are really not all that exclusive, and I think there are robust discounts on just about everything, including (I believe) Hermes ties...One of these sales is coming up in the spring, don't know exactly when.
Afterwards is a resale shop in Menlo Park CA, south of San Francisco,
that sells Hermes ties at a discount. I believe that they are new
because they look perfect. I never checked price , etc. because
I do not like the narrow width of Hermes. Also, I am not sure

For many years, I've gone to Bergdorf Goodman and looked at the Hermes section, filled with ties from their current collection. Behind this area, on the way to the escalator, is a wall of ties from prior seasons, which they were forbidden to discount or return.
Imagine my surprise when I went there this week to find a substantial quantity of Hermes ties at 60% off. There were maybe half a dozen different designs, but they were $69. I got one with little mountain goats standing on alpine peaks, in green and brown. They had another one that I liked with little bowler hats on it, but I decided that I should stick with my tradition of one Hermes tie per trip to New York.

Neiman Marcus discounts them twice a year (picked up a couple at $79 each at the Fashion Valley store in SD), but they've certainly been picked over. If you want your choice of designs you'll probably have to pay retail. Also, if you like that style of tie, +1 that Ferragamo is much easier to find on sale (The Century 21 in downtown NY always has a good selection, if you can deal with the throngs).
