Who makes the shirt? Sometimes the quality of the shirt will tell you that there is too much fabric in the cuff. I always use a steam iron to press the cuff just the right way to get the extra fabric to lay down and this can happen on a $400 shirt as well.

I also use a steam iron as well. this doesn't happen on my cheaper shirts (i guess its becaused they are fused/glued?)
