Ditch the topsiders with a cuffed trouser. Topsiders are way too casual to pull off (even with a seersucker jacket). Cuffed trousers require a more substantial shoe (as does church).
I understand budget constraints. I might recommend some white bucks (maybe from Bass); you could find them pretty cheap, either online or in the local Larry's. You could probably even pull off a sockless lock with them, while still looking classy.
