That's because there is absolutely no correlation at all between collar size & arm length, how could there be? Very muscular or overweight people will have larger neck sizes, just as some people are quite slim and with very long arms.
Take Mike Tyson as an example, if there were such a formula, his sleeves would be touching the floor!
