I'm looking at a sport coat online and its a 65% cashmere, 35% silk blend. I'm wondering if this is considered a winter weighted jacket or not? My understanding is cashmere is warmer than wool, but silk is used in summer weighted jackets. Looks like the jacket is unlined making me think its for warmer temps? I'm hoping it's more summer / year round. I have enough winter weighted jackets so I'm looking for something tolerable in the North Carolina summers...

It's hard to answer the question based only upon a photo and the named fiber content. But my suspicion is that the jacket was intended for warmer months. But whether you, or I, would find it comfortable in the conditions you specify is difficult to know. It actually has more to do with the particular cloth (How it's spun and woven.) and the tolerance of the wearer for heat.

Cashmere is an extremely warm fiber, and silk isn't particularly cool either. But I have seen both used in cloth intended for summer. However, I am certain it would not be something I'd be comfortable in on a hot summer day.
