Does anybody on here know how to obtain a computer aided design (CAD) system for computers? Can they also be installed on iPads and smart phones?

I need this system for various reasons (among them for the eventual purchase of 2 bespoke shirts and a bespoke suit). This technology is actually used by many for purchases of bespoke clothing and shoes.

I would call AutoDesk; I assume you’re thinking in terms of 3D modeling, so you’re looking at AutoCad 2D/3D plus the 3D toolset.

You just license the application (probably a couple thousand $ per year?); other toolset elements are a matter of hardware (could be pricy?)

The full application is intended to be run on a workstation, but there is a mobile app for the drafting functionality.

I will say the learning curve is heavy; companies hire specific people as CAD designers!

I'm better off just doing photoshop. How does one go about obtaining that technology?

There is an ambiguity in your post as you did not specify which CAD systems you want to use. If you are looking for clothing/pattern cutting, there are specific tools (AccuMark or Grafis) that are used by clothing professionals to cut pattern. OTOH, if you are looking for something that can cut-n-paste on existing photos, any free graphic tools can be used for that purpose. There is no need for Photoshop.

If you are looking for 3D modeling, there are also some free tools available to use. However, those tools are not geared towards to clothing, and it is even harder to model a human body (do you know how many triangles to model a face?).

There is, however, some fashion tools that may be available at AppStores. Check the girl/women's fashion apps and they might provide some tool that can give you some ideas. That could be a fun experience.

Take the advice of countless others and don't do this. Please. Save your funds for a properly fitted suit and shirts instead of some ferkokteh online abomination.

I would never do that dreadful online made to measure for anything. The CAD and photoshop would be just to give the shirtmaker/tailor (my future preferred tailor is both a shirt maker and a tailor) a general idea of what I want for my shirts and suit.
