Would you consider a black watch dinner jacket completely interchangeable with standard black tie? Not for weddings or anything of that sort, just typical night social functions.

I have a tuxedo jacket that has some bubbling issues so I’m considering an ivory or black watch jacket to pair.

A black watch dinner jacket is not completely interchangeable with a black/midnight blue dinner jacket, but these days when almost all black tie functions are "black tie optional", you can wear a black watch dinner jacket when it's cool and an ivory dinner jacket when it's warm.
Do you think, at least in this country, wearing a jacket like that outside of the Christmas season would look unusual?

I've seen them at spring events. Not many but enough to notice.

We have had many 80 degree days this winter I am leaning towards ivory for 3 season use in these parts.

I can get at least 30% off a Samualsohn from Saks in a few weeks. Alternatively BB. I prefer the lower button stance on BB

Black watch in the spring is just odd (unless, you are representing your specific Clan at a function).
"Clan?" The Black Watch plaid is a regimental tartan. Of course, the "auld Forty-Twa" has been merged with several other units and doesn't really exist anymore. I have a Black Watch blazer I am fond of, but I would be chary of wearing it in Britain. Under no circumstances would I wear their regimental tie...or any other regimental tie, for that matter.
