(Part 73 in my question to find a boot...) This Alden boot is one of the few that will fit my narrow foot and it just raises the issue that I don't see many wingtips these days. (But I spend most of my time in the suburbs.)
Could these be worn as casual boots that could also be dressed up?

Absolutely.

As for casual vs. dressy, I think you could say that the fact that it's a wing tip *boot* kind of extends its versatility into the casual realm a bit; I'd be find wearing them with nice jeans, for example (something I'd probably not normally do with a wing tip shoe.)

I am wearing wingtips now, and wear them most of the time.

The boot/wingtip thing I find a little odd, but whatever. I wear boots when I plan to walk outside in the mud or snow or that sort of thing, and the wingtips seem like they wouldn't be the best for that.

That said, I can appreciate the boot style and why someone might want to wear them... maybe even myself at some point. Just not something I would generally have thought of.

I feel like I see regular people on the street wearing wingtips. Wingtips are a great design for casual shoes and boots. The ones you shared are more on the casual side, but you could dress them up with some heavy tweeds. They're not meant to wearing with a suit.

To your question, I'd think they could only go so far in a dress up scenario. They are certainly not dress shoes. If it were me, I'd wear them in situations where the level of formality is somewhere between dressy, and smart casual. For instance, should the wife and I go to a nice dinner where the occasion could warrant wearing a casual suit (think POW) or a sport coat, because it's the considerate thing to do, I'd consider wearing those boots. If the occasion was prescribed formal to whatever extent, I'd wear dedicated dress shoes. Fortunately I don't have to make that decision very often.

The rules are easy to follow, it's deciding when we can stray from them that gets difficult.

Either way, those look pretty nice, and I think you'd get good service out of them.

I believe wingtips are brogues, brogues are meant to be worn for days out in the country or in the house when one wears a tweed jacket or suit.

As I live in a suburb surrounded by forests and think of myself as a bit of a Squire I wear them often. I even have a pair of AE Longbranches that are excellent for walking/hiking in wet or s
snowy weather.
