Very handsome indeed, but I find it unusual to see a visible watch chain on evening clothes.
1. For events named "Formal" or Ball" without specifying a tie color, would either or both of white tie and black tie be appropriate?
2. @Faux Brummell wears an ivory dinner jacket above and I've been studying the one @Matt S had made for his wedding. Are you seeing these at warm evening affairs?

These days "formal" and "ball" mean very little in terms of attire. History of such events in past years would be the only clue as to the attire.
The only place I've been where I've seen people wear ivory dinner jackets is at Glyndebourne Opera Festival. Traditionally it was not acceptable to wear an ivory dinner jacket in the British Isles, but considering the weather there right now I think it's fair that the tradition be dropped.
