Are suede shoes ...

Really? Are dark brown or black calfskin shoes only for winter?

My understanding is that all suede shoes were originally summer shoes, since they are intolerant of the weather that one might expect in Britain in the fall or winter. Now I think they can be worn year-round.

In any event, Flusser is clear: "Brown suede or buckskin shoes can be worn year round." Dressing the Man, p. 200.
 
Another authority (Antongiavanni) has this to say:

Dandies enjoy suede, which in brown not only goes with everything but goes best with anything. Some wear none but this... Astaire favored them above all other shoes..." The Suit, 90.​

It's hard to see how something (brown suede) that goes with everything and which is worn by some men to the exclusion of all else could possibly be seasonal.

I think it may depend upon the footwear. (At least it does for me.) My dark brown suede chukkas are fall/winter. (Because I say so!) And my very low cut, very soft brown suede loafers are for anytime, for the same reason!
 
I'm in Rochester, in western NY. We don't get quite as much rain as Seattle, but if I remember right, we actually have a few fewer sunny days. I love the city, but that one fact really takes away from living here. And you're right, the shorter days of a northern winter doesn't help.
